I think this user has a few methods to attempt before RMA is needed. First I'd start with an extended clear CMOS, and then startup once that is done with only one stick of memory yadda yadda yadda (You know that drill).
If that fails, I'd next try (MANY TIMES) the PSU switch trick. That needs to be attempted many times by new users if they've never done it before, a few tried is not enough unless you already know how to time it right. I mean I know, and often it takes me a few tries, so it's just something you have to try many many times when your new to it before you can give in a say it doesn't work. Just be sure you explain that to him best you can, don't let him give up after only a few tries.
Third and last would be MAIN BIOS Short (You know, be sure it's MAIN). Short pins 5+6 and hold it, start the board and let it reboot cycle a few times or until you see the Logo and post screen start to come up. Once you see something on screen release the short and quickly enter BIOS or Qflash (Directly or from BIOS via F8) and update the BIOS via USB that you already have plugged in and ready with a regular non-modified BIOS. 4+7 short will also work, but 5+6 seems to be faster and easier to do without causing damage. He does not need to solder, just short with insulated metal (Paper clip, needle tweezers, ect) Be SURE you do not short 4+8 if trying the 4+7 method, it'll blow a trace instantly (Vcc+Ground). 5+6 is simple and the pins are right next to each other too which is what makes it so easy. Be sure to show him a diagram of the chips and explain which pins are which, if you need the PDF showing that you can get it Here from my mediafire
He may just need to fully clear out the CMOS, please insist that he try that for at least 8 hours (Preferably longer if he can) if a quick clear does not help, and be sure it's with no power, battery, ect. Not sure if he tried that yet, so just want to reiterate that should be first, short and long attempt, as it may just fix it up.
