Also some users have reported lowering cpu pll has help stability and/or i think help lower vcore or something with temps. I dont remember exactly . My cpu likes 1.5v for cpu pll. higher clock you will need more but push it pass 1.86 i think will hurt the cpu.
your sig says 1.25 is normal not 1.24375... normal Vcore will change with cpu multi ie. if 21x is 1.25 19x could be 1.1875 17x could be 1.150. Make sure the bios is detecting your cpus dvid correctly. I have seen it change my dvid for 21x just by scrolling down to change qpi/vtt. Scroll back up and it would switch it back to 1.25.
I first thought it was a visual bug but when I saved changes and reenter bios it applied those vcore setting. I had to flick around to get it set right before saving or start from scratch again. It has only happend a couple of times.
