I run XP Home myself, but Ken429 has the same processor and Windows 7 x64, and his GFlops are about as expected.
The only differences are the chipset and memory type, which I don't think should make that much of a difference.
Ahh! I thought you had the same chipset and memory, well that could make all the difference then due to how the NB passes information during these tests back and forth from the memory to CPU and back. And the OS and architecture 32/64 used as well.
I am running Windows 7 32 bit, I have VT and HPET 32 running. I always run IBT once the system is idle, weird thing yesterday I hit 20.69 GFlops @ 1.45Vcore and the continued to increase the Vcore and run IBT. However, now if I go back to that voltage I can't get above 19.5 GFlops again...

Should let you run maximum as it uses all available memory, as much as there is, but not high or very high.
Try +-0.2v FSB OverVoltage and/or more vcore see if that help, if not maybe this CPU is not meant for that much OC, try to drop 5-10MHz from FSB.
I have solved the problem by relaxing the timings to 6-7-7-18 from 6-6-7-18. It now passes IBT @ 1998MB and OCCT Linpack infinite test for 1/2 hour, that will be fine for me.
