well if thats the last bios and its 2 years old,maybe it needs a bios fix to support the 460? the last bios for the mb has patches for ati 3650 ect so maybe its that? try emailing asrock and ask for a bios fix? its all i can think of at the momentGigabyte z77x UP4-TH F11c Modded Bios

That's assuming that it's a BIOS issue. It very well could be, but it's more likely a driver or OS issue.
Are you using the driver that came with the card? If so download and install the latest official nVidia driver for your OS (version 260.99). These may well solve your problem. Also make sure XP is as up to date as it can be. A quick trip to Windows update will sort that.
If this all fails, personally I'd back up my data and try a fresh OS install, full update then install 260.99 and try again. Then, and only then, if all this does not help, would I start to consider a hardware or BIOS issue.Coolermaster CM 690 II advance Case

Unplug all attached usb devices including keyboard and mouse and see if you can get past the logon window.
If your have on board sound in your motherboard, disable it in the bios and see if this helps.
If you have a plug-in sound card, temporarily remove it and see if this helps.
Did you choose to install HD audio when you installed the Nvidia drivers?Q9650 @ 4.10GHz [9x456MHz]
