Is Core Temp 1.0 RC3 (64-bit) any good for reading how many watts a CPU uses (Intel Celeron G530)?

Power (Idle): ~11.4W
Power (Load): 25W

Max TDP is 65W on these so not sure the actual power consumption only is 25W in load? I've mostly used the stress test built into Intel Extreme Tuning Utility while I've lowered the Vcore (didn't use Core Temp while I was doing it so don't have any values for power consumption for any other Vcores right now). At the moment I'm double checking the power consumption with IntelBurnTest and it seems to show about the same (24.9-25W in load).

I also read somewhere that it's not a good idea to use IntelBurnTest for any heavier stress testing since it will degrade the CPU, so I'm wondering if the stress test in Intel Extreme Tuning Utility is sufficient to decide if a CPU is stable or if I need to use something else?
