New build running Vista 64. E8400 clocked at a 9X multiplier with a 402mz Host Freq (3618mz). Vista reports 3.6Gz, Intel CPU utility reports 3.61Gz with a system bus of 1607Mz. CPUID reports a 6X multiplier at 2412Mz, then reports a 9X multiplier at 3618, then back to 6X, then back to 9X... keeps going back and forth while you watch it... Waz up with that?

This behavoir is normal. To see it in action, watch CPUz with windows at Idle and then say start an application such as Prime95 and then watch CPUz show a jump to the maximum multiplier for your CPU. ie 6x to 9xGA-P35C-DS3R Rev2.0 F11 bios, E8200 (@3.0Ghz), OCZ DDR3 PC3-10666 Reaper 4GB (@1200Mhz), Xonar D1, 8800GTS 512, Corsair HX520 (Single 12volt line, Max 40A), WDC 3200aaks/5000aaks in AHCI mode, Vista 64 Premium.

Right!
Speedstep is enabled, which since you are overclocking you should have off. The settings for this are in the advanced BIOS page, EIST and C1E, you need to set those two to disabled
Also, be sure you manually always set PCI Express to 100 when overclocking
