No, it is just a shiny square under the paste that is on there. Once you clean it it will be very shiny and look colored kind of like Gas on Water.

It will be bare silicon, similar to glass

Arctic Ceramic, TX-2, MX-2, or any other NON Conductive paste will be fine.

I just put a thermocouple on my NB and it read 33C (ep45-ds3r)
Speedfan Temp 1 was 32C
EasyTune System was 32C

Speedfan shows an extra garbage temperature - that usually means the mobo maker decided not to connect a thermistor on that leg of the sensor chip.
