Well if ya usin' Win2K/XP then sorta the operating system locks the refresh rate to that of the monitor's minimum, effectly locking the fps at the refresh rate (in most cases 60Hz but sometimes up to 75Hz and the fps will be the same), "Vsync On" also has this same effect in all oses. ;)
