You could use a PCI VGA card to start up the system, and then reflash the bios of the 9800

I dont know of any official ATI bios page. It will have to be a 3rd party site

ok, ive tried using a pci device and the radeon but the pc doesn't start... is the card
dead?

Either take it out first, or set the primary VGA device to PCI in the bios before you start up the pc.

So the system wont boot from the PCI video card? (you used a VGA right?) You sure your motherboard works?

nono, the motherboard works, the pci card wont start only if I place the 9800 card
if I use the PCI card alone, the PC starts fine.
I've also tried the PCI card with other agp cards, and it starts just fine.

You should try the 9800 in another machine to make sure of it, if you think its died.

of course I tried it in other machine, I just want to know If somebody has had this problem and if he did, how did he solve it.
now, can you tell me anything usefull? or are you going to ask me if my PSU is plugged, and if it is that I ought to make sure Electricity in my neighbourhood is working?

I don't think you understood earlier...

Place just the PCI card in the system. Go into the BIOS (of the motherboard), and set it to look for PCI video before AGP. There's an option for this even in the most cut-down OEM BIOSs. After you set it to do this, you can put the AGP card in, and boot up with the video on the PCI card and procede to flash to the corect BIOS (found here). If you don't get video with the AGP card in, try it with a different card. If it still doesn't work, either you didn't change the setting in the BIOS or there's something wrong with the board.
