CPU fan making noise.

My CPU fan started making a screeching noise at times and I replaced it. It's doing the same thing with the new fan. It seems that the fan is speeding up and slowing down. I bought a new heatsink with the fan so it's not dirty. Could it possibly be a problem with my power supply. Any help would be appreciated.

You say you have a new heatsink that you bought with the fan... which one? Some fan systems have a thermal probe built in and try to be smarter than you are with regards to fan speeds. If the fan is a smaller model it cn sometimes sound like a screech when it gets up to speed. The old Delta 60x38mm versions were incredibly loud and I could see how it could sound like a screech when it gets ready for lift-off.
