Everytime when I start the Shuttle XPC-tool (look at temperatures e.d.) the fan start runnning at maximum speed. After closing XPC-tool the fan speed adjust to its normal behaviour.

This could be caused by the XPC Tools taking over your fan controls,
as you can manually set your fan speed. Check that the fan speed isn't set to max, so you wont have the fan running at full speed.
