I am seriously interested in this unit since I have a spare P4 and all the rest of the parts I'd need to build a fairly decent HTPC out of it. Does it support HT on the S775 P4 516?

Yes, the SS31T does support the S775 P4 516 CPU.
I'm not sure what parts you have, but with the right
parts i'm sure it can make a suitable HTPC.
