Pc not starting

I have this motherboard GA-EP45-DS4 i recently bought this graphic card Gigabyte GTX 960 G1 but the pc is not running. All the led acpi are on, and i heard 2 sound and then nothing. Maybe it has to do with my bios? or with the pci express slot? any help?

Check the VGA is seated properly, and try to clear BIOS if still don't boot

i clear my bios like the link says. I put the vga ok. Still all the aspi leds are on, the power of the vga is ok, i tried with only one slot of memory or 2 and only the C: drive on. still nothing...
Although i notice something on the graphic card. on both sides looks like is missing a strip on the slot...

but i notice and the old vga had the same missing strip in the same place as the new.. i dont know if this is a gigabyte thing

gpu looks normal,one pin is missing like that

could verywell be a bios incompatibility,an the latest one for your mb? might be worth emailing gigabyte and tell them your issue,they sometimes send you a custom bios to try
