Missing taskbar icons or both desktop icons and taskbar icons on bootup

Whenever I boot up my system, sometimes I would get missing taskbar icons or both desktop and taskbar icons missing. If I do a refresh, my desktop icons would appear but not my taskbar icons. I have to shut it down and reboot again to get the desktops load up properly.
I am not sure if it is my Intel SSD drive which i installed my windows or my Z87X 0C Force mobo issues. I have already reinstalled my Windows 8.1 and is still doing the same thing.
Anyone knows what is going on.

Note : I did had a leaking CPU liquid cooled Corsairs H55 onto my GPU card and also found some liquid on my PCIe connector. I am not sure this leak gave rise to this issue. I have since replaced it with a Heat Pipe sink.

it could be the intel ssd if its sandforce controlled?

anyway to test with the os on the m4 drive?

Come to think of it , it is very possible my intel ssd 520 drive. Hmmm my M4 crucial drive has Maverick installed. This is what I am going to test out.
Move all my data from WD to my Seagate NAS drive and install my windows OS onto WD drvie to see if this problem is still there .

Intel send me a replacement ssd drive and it seems to have solved the problem .
