Try booting with only one memory kit for now, using memory slots #1 and #3.
Set Performance = Standard for now. The turbo setting can be tried once your system is stable and doesn't have boot loops.
Manually set tRFC = 52 with 4GB of memory.
Manually set MCH Core = 1.22
With 4GB of memory installed, MCH core might need 1.24, or possibly less than 1.20, you will have to see which works best.
DRAM voltage might need to be set to 2.00 volts.

Mixing different memory brands and models is iffy at best, and sometimes it won't work at all.
The goal is to get rid of the boot loops and to run some stress tests to ensure that your system is stable.
