    What CPU Cooler?
Depanding on your CPU you should be able to OC 3.8-4GHz, more if you're lucky.
    Where you want to begin?

Seems so, did you set MCH Core and DRAM Voltage as suggested?
Try to run the memory at 1066 with default FSB and see if it pass. MCH Core 1.16-1.24v

                  FSB to 333mhz
                  MCH freq to 333mhz
                  Memory Multi to 3.20B
                  MCH Core to 1.180V

and it came up with an unexpected halt.

                  Trying settings
                  FSB to 333mhz
                  MCH freq to auto
                  Memory Multi to auto

Are the screen captures from post @1 made with optimized defaults?
Can you add a screen capture of EasyTune -> Tuner -> Advanced -> Voltage tab, with those settings if you have EasyTune installed?

So this was working DDR-1066 only with 5-7-7-20 timings. Is Performance Enhance Turbo for thos settings?

On those settings try to change timings manually to 5-5-5-15 and see if they work, if they do please post a screen capture of MemSet main window.

No memtest86+ must not show any errors.
                              Try increasing MCH Core 1.2-1.24v.
Also Try settings both channels Static tRead Value 8 (for now) and manually set Driving Strength 1066 (both channels).
Don't run windows with until memtest86+ finish with no errors, it may corrupt your file system.
