Alright well, I repeatedly bumped the vcore up only a notch each time, around 1.38-1.4 it would reboot, then around 1.4-1.42 it would reboot without letting me get into bios so I had to clear the CMOS. At 1.4275 it boot windows but froze instantly before I could move the mouse. It wasn't until 1.43125 that it boot windows and allowed me to try p95, almost instantly I got the BSOD that you see below.

Please post full settings on failures.
Do you have CPU PLL set to 1.57v/1.59v?

The only thing I changed each time it failed work was the vcore, I upped it each time, I didn't touch any other voltages like you said. My PLL was 1.57v and still is.

Re: Voltage seems too high for 3.0Ghz Q6600 + EP45-UD3R...

I am a bit confused, your signature says VID 1.325v but the default in template is 1.35v, which is it?

124 is usually bus related error, vcore may help but there are better ways.
Lets try working on the CPU & MCH references.
Just to eliminate other possible problems, set MCH Core 1.24v, and we will use 1.24v VTT.
You were OK with default vcore at 2.8GHz so set it to default +0.05.
              The references are a percent of VTT, default at 63.33% (1.2 x 0.6333 = 0.76).
To be sure of what we do, all references adjustments are made when VTT is set to 1.2.

              Procedure as follow:
              Set VTT to 1.2v
              Adjust MCH to desired value.
Set VTT back to it's desired value (1.24 for now).

ProfJim said more for quads, we will test (and use) this theory, begin with higher values first.
For each reference, try 1, 2, and 3 steps above default first until the system is stable, or more stable.
If more does not help, try 1-3 steps lower than default.
Begin with CPU reference, then tweak the MCH reference. Do not change more than one of them at a time.

In my system I have found the 1 value below default (which is also max) enabled boot, however, 2 and 3 below did too, so I figured 2 below default would be the best choice.

The next thing to try, after you have found the most possible stable settings, is clock skews.
I am not completely sure, but it seems logical to me that only one need to be changed.
Try 50-250ps on the CPU clock first, if it makes things worse, set it 0 and try 50-250ps on the MCH clock.

Then you may try increasing VTT to 1.26-1.28v (only if needed) and then vcore.

It would be best to run memtest86+ before running windows, untill at least test #5 does not fail.
              To run specific test, press c, 1, 3, <test#>, enter, and 0.

If something isn't clear, please ask.

              Good luck.

Having to use 1.4+ vcore with VTT 1.3v VTT for 3.2GHz, we are trying other methids.

I am stable at 448x8.5 with 1.22v VTT, a.18v MCH Core, and still going to lower both.
I have started with 1.24v MCH Core and 1.28v VTT, but after I have fine tuned all my setting I am able to use much less.

My VID is 1.3250v, you were right I'm sorry for overlooking that in my posted settings. So if I understand this correctly, my VTT and MCH core should always be set at 1.24v whenever I'm testing my stability each time I change the references. Are you saying what I should do is set my VTT to 1.2v so that the [auto] feature will set my references to exactly 63.33% of VTT. Then bump the CPU (or MCH?) reference(s) up a notch, change the VTT back to 1.24v and boot to see if I'm stable. And if I'm not then to bump the CPU (or MCH?) reference up another notch and test again then repeating the process one more time if I'm not stable? I'm sorry if my incompetence in OCing is forcing you to have to spell it out for me, it's like a foreign language to me trying to understand it all. Anyways, thanks again and let me know if I'm close at all to what you mean.

Re: Voltage seems too high for 3.0Ghz Q6600 + EP45-UD3R...

Yes, exactly, repeat the process untill stable, or a bit more stable.
Up to 3 teps above default, then up to 3-4 steps below default.
Beging with the CPU reference, than when you find stable, or more stable settings, tweak the MCH reference.
After all this is done, you may still need to increase VTT, and set one or both of them 1 step up or down, but it is possible you will be able to lower it.
I am leaning toword CPU reference, because MCH reference should not be effected by CPU frequency, and it was ok at 2.8GHz.

When you change VTT the references scale with it.
Instead of doing math and to find what precentage you are using, we set VTT to 1.2v and change to a familiar value.
If I am not mistaken, MCH references are 0.02v(1.666%) steps belowe default(0.64, 0.72, 0.70 etc.), and 0.04v(2.333%) steps above it (0.800, 0.840, 0.880 etc.).
Not sure about the CPU steps, thos may vary with different boards.

Also when you list reference in the template, post the value at 1.2v, e.g:
                      CPU Termination --------- 1.200V* ----- : [1.240V]
                      MCH Reference ----------- 0.760V ------- : [0.744] ; 0.72 @ 1.2v VTT

The references, along with clocks skew, control the logic of the bus between the MCH and CPU. If they are not set precisly, data may not be interperted correctly or not in time.

Chike, quick question, you said I was ok with default vcore but I was using 1.35v for 2.8 when it worked because that's what you suggested based on my setting I posted incorrectly by accident, so should I just use 1.35+0.05v then (1.4v?)?

Try 1.4 or lower, which you couldn't even boot with or at least not pass memtest86+, but we want it even lower, hopefully.
I said 1.35v back then because I thought it was the default.

Ok tried vcore at 1.4, vtt 1.24, mch core 1.24 bumped the references up one notch (mch and CPU both automatically calculated) then tried to boot, wouldn't boot to windows and got caught in that endless boot cycle that I have to clear CMOS to fix. It seems like anywhere near 1.4 vcore does this..don't know why.

As I said before, only change one reference at a time, not both, up to 3 ticks above default, then below.
When caught in boot cycle turn off the PSU and discharg it by pressing the power again, wait 15-20 seconds, turn the PSU back on and try again. This is usually enough and clearing CMOS is not needed.
I got lucky with this board and it boot at the 3rd attempt if settings failhaven't been caught in a loop so far.
Also do not boot directly to windows, run memtest96+ instead, it boots faster, and we want to save your file system from corruption that may result from unstable memory settings.

OK well, I was able to get it stable (8 hours on large and small fft on prime95) at 3.09ghz @ 344x9 just to test my temps and see what I could expect with 3.2 ghz. My temps ran around 67 full load in prime95 and that's about as high as I'm willing to push my cpu at the moment with the garbage aftermarker cooler I'm using. How do i run memtest96+ Chike instead of booting windows? Thanks for all of your help with this, I wish I could have made it a bit easier on you but I don't want to waste too much of your time by having you explain every little thing to me. I will say that with your help and profjim's I was able to use that knowledge to stabilize 3.09 which I am more than satisfied with so thanks a lot! While I have your attention I seem to have been having a problem with windows 7 hibernation. Every time I put the computer into sleep mode and try to wake it 9 times out of 10 it will either a) reboot and get caught in a reboot cycle which I have to turn the computer off and on again to rectify or b) come back on but the monitor will stay blank as if theres no video output coming through even though it's hooked up fine (in which turning the system off and on again fixes).
