The best settings you will have to find yourself we can only suggest what you may try.
I wouldn't continue with overclocking untill the HD problem (or whatever it is) is solved.
Meanwhile, please follow steps 1-4 in this post to provide full information about your system.

try for starters 400fsb with memory timings/speed at stock with stock vcore and stock MCH voltage. Test for stability it will probably pass if you have latest stepping processor

Good, did you clone your old HD to this one?
Please fill your forum signature with your system specs.

Try the following settings for 3.2GHz. Load Optimized defaults first if you have not done so yet, then apply the changes marked in red.

If settings fail the machine will start a boot loop. If it doesn't boot after 3-5 times, turn off the PSU, whait 20 seconds, turn the PSU on and try again. You may need to repeat this more than once. If this procedure fail you will have to clear CMOS, see how to in the second part of this post. Enter BIOS MIT again and make changes.
When you enter MIT with failed setting a red warnning will show on the screen. To be sure your settings did not fail, alwayd enter MIT once after making changes.

When settings fail or in question please use the above template to post your settings.

Run a few passes of memtest86+ before starting windows, then run 1-2 hour Prime95 small and large torture, and 8-12 hours blend torture.
Make sure core temperatures stay below 70C.
You may run 5-10 loops of IBT(Intel Burn Test) before you run Prime95 blend. This program cause much higher temperatures. If core temperaures get over 80C stop it.
Expected GFlops for 3.2GHz are 21+.
You can download the programs mentioned above from http://forums.tweaktown.com/gigabyte...ity-tools.html
