Everything appears stable Ran Prime95 for a couple of hours temps never went above 45c the case is a Antec 300, for CPU cooling I have a Artic Cooling Freezer 7 PRO. If I forgot anything let me know Thanks again for the help
Best leave Reference values auto unless you tuned them purposly.
Have you tried Static tRead Value 7? Did you need all that vcore?
Personnaly I recomend to use XMP.
To get any further you'll need to use lower memory multiplier, 2.40B usually work up to 450MHz, then a 2.00X multiplier.
Set Static tRead 9 or 10 for now, CPU PLL 1.57, and try higher FSB, 425 then 445, VTT(CPU Termination) and MCH may need to be increased 1-2 ticks. You may try with LLC(Load Line Callibration) enabled and less vcire, disputed feature so it's up to you. MCH/CPU references may need further tweaking.
Thanks for the reply. I tried adjusting the settings as you instructed seems to be a little closer as after I save to CMOS it shuts down then restarts then it get to the POST *beep* (didn't do that before) then it shuts down again and restarts with default settings. I adjusted:

Enabled Load Line Calibration
I am running a total of 2GB of RAM I had another 2 GB (1GB per Stick) but they are being RMA'ed to Corsair. Im not looking to break records with this rig I was really hoping to just get to 3.8 or 4Ghz. Teps are core temps using RealTemp I ran IntelBurn Test at stock and it passed max temp 52c
Don't forget the multiplier 2.40B, unlikely memory would do 1130 without high voltage, if that doesn;t work you'd have to use the 2.00D or 2.00B.
Also Static tRead value 9 or 10m you can try lower it later.
Oh sorry I forgot to include those I did change the Memory multi to 2.40b and adjusted the read value to 9. Do you know what the maximum safe voltages are for the:
CPU Termination 1.45 vis max by Intel i think, but you shouldn't need more than 1.32-1.36v.
CPU PLL not above 1.61.
MCH Core you probably have enough. 1.21v is max by Intel but there are people that are using 1.4v or even more.
Maybe it's time to tweak MCH Reference or CPU Reference, see the link I posted in post #4. Try 405-410 MHz FSB untill you get errors with Prime95 or IBT, and then tweak them. Often less than 0.76 @ 1.2VTT MCH Reference is needed (0.7-0.74) but might be more too.
Try also to use 9 CPU ratio to eliminate the need for more vcore.
OC temps are more interesting. Under 75c for Prime95 is OK, 70-80c for IBT OK too.
Man I have tried a variety of things but I cant even get to a windows loading screen with any of the settings I have tried it always restarts and loads the default BIOS settings. Even a increase of 10 on the FSB results in it defaulting to the default settings. Thanks for the help I appreciate it if you have any other ideas Im all ears.
Hey thanks man I just flashed the BIOS to version F12 and it not only booted with my settings it also boots a lot faster Ill play around using the info you have given if I run into a wall Ill let ya know Thanks Again :-)
