Every time i put the OS on the SATA2_0 the HD goes to IPO mode instead of DMA mode thus becoming really slow.....

I also noticed that the new PSU's have dual +12v rails while the old PSU has only one could this be the problem?

No but you did'nt post any GPU cards or extra components that would require alot of wattage. Make sure the hard drives don't have any jumper issues on them or anything that could short across the pins. How to physically install a Serial ATA drive in a computer system
Hard to help if we don't know what components you have. Do you have any SATA CD-roms or DVD-roms? What OS are you using? Which Caviars are you using models please.

Nope, no CD/DVD-roms on this machine, im using win XP 32 SP2, and these are the Hard drives: 1- WDC WD3200JS-60PDB0 (320GB) with the OS
        2- WDC WD5001AALS-00L3B2 caviar black (500GB)

Whats strange is that i took the case to a friends house and the PC works fine there with swapping all 3 PSU's....but here at home the problems are still there...

On those installation instructions. It says they sometimes ship with a jumper on 1&2 and sometimes ship without the jumper on pins 1&2. You will want the jumper on pins 1&2 on both drives. This will disable spread spectrum clocking and should allow the drive to run at full speed.
