Does the plate on bottom of board (for waterblock) stay on if just using fan? My fan bracket in on but not exactly flat?

I am not aware that it is for a waterblock. I have water cooling and the bracket I use for the block is the same as I would use for a fan/heatsink. Your bracket should fit neatly over that plate.i7 920 DO @ 4410 210*21 Watercooled

I would clean all the thermal lubricant off of that cpu and waterblock with some 91% rubbing alcohol and run a piece of sandpaper over the flat side of the waterblock. Clean again with rubbing alcohol and add new thermal lubricant.
