Current setting E8400 3.6GHz @ 1.19v
CPU Host Frequency = 400 MHz
CPU Clock Ratio = 9
PCI ex freqc =100Mhz

RAM setting
Performance Enhance = Standard
System Memory Multiplier = 2
CL 5-5-5-18

i want to go over 3.6G and i got a question here do i need to keep the Rated FSB below 1600MHz, what happen if i go over 1600MHz to overclock it to 4Ghz

I'm a newbie for O/C

Nothing but speed! You will be fine, I run at 1800 and 2000+ with no issues.

That 1600 you see if just "Stock" specs not what the board will do. You are good to go for sure to 4Ghz +
