Ya, Likely so. I would try my settings right off the bat for 4Ghz with 450 FSB and just more voltage, 1.4 set in your BIOS may be only 1.3 in windows, so you may have to set 1.425 or so.

I tried and failed, even with the Vcore 1.5 and just with FPS 420, the system cant boot. The strange thing is it can boot at FPS 415 with just Vcore 1.3
Is the problem lies in my RAM or my CPU?

Hmm, very strange! Please post 2 tables for me to look at, what works for FSB 415, and then a Table for $20-450 that fails. And yes it could be your ram, not likely your CPU at all
