Is it advisable to have these two options enabled in bios?
1.- AMD K8 cool&quiet control (does it reduce performance?)

It does not reduce performance. It does however "Clock Down" your CPU when you are not using it so much, like when the system is Idle or you are using it very little it will underclock the CPU so that your CPU will last longer, run cooler, and use less energy.
If you are overclocking though, I would advise you disable it
Virtualization can be disabled if you do not use Vmware or Virtual PC, or similar programs. That is all it is used for
