RTC Alarm Power On

I have an ASRock H77M motherboard that I am using on an HTPC. One of the things I would like to set it up for is to record TV programs via Windows Media Center. I am currently running Windows 7 Pro on the machine. It looks like WMC is able to wake up the PC from a sleep state. I would like to know if the function "RTC Alarm Power On" can start the PC from a power off state? Also can WMC use this function?

If there is any option of RTC Alarm in your bios, it should work and turn on your computer; Else, you have to use your operating system's programs to turn on the machine from standby.
