A new HDD will not be detected (assuming Windows) and must be initialized in Disk Management first. But the most important part of that is any HDD that is 2.2TB or larger MUST be formatted as GPT, not MBR.
When you start Disk Management, the drive will be detected and a small window will appear asking you to initialize the drive. The MBR entry will be checked by default, but change it to GPT. If you don't do this then the entire capacity of the 3TB HDD will not be recognized by Windows.
You then need to format the drive and it should then be working fine.
