Asrock 990FX Extreme4 doesn't boot sometimes

Hi,

When I turn on my PC it doesn't really boot immediately. I have to turn it off and on several times before it boots normally. I tried removing all USB devices switching ram slots. This happened ever since I upgraded to windows 8.1 64bit.

CPU: FX 8350 w/ H80i
RAM: Corsair Dominator Platinum 8GB 1866
HDD: 500GB Seagate 7200
PSU: Corsair GS700
GPU: Sapphire R9 280x Dual-x

I noticed when this happens that LED that lights up on the motherboard says 36. What is going on with my computer? I did ram tests they are fine. USB devices don't power up too when it happens and everything else such as my cpu cooler gpu turns on. I have the latest bios for asrock 990fx extreme4.

Okay, I just found a solution to my problem. Hit Clr Cmos then if it doesn't detect your HDD or ODD or SSD just unplug PSU from socket then hit the power button for awhile to discharge. Plug it back in, and turn it on. This method worked for me.
