Can someone please tell me what the minimum input voltage for the Q1900DC-ITX MB is? The specs say "9~19V" but what does the "~" mean? Will the board work on an input voltage of 12 VDC? Thank you.

Welcome to the forum.
The specifications from the website say: "The DC-In jack is compatible with 9~19V wide range power adapters."
This seems to mean that the power supply needs to provide input voltage that is at least 9 volts but not more than 19 VDC (volts direct current).
I find this confusing because the user manual implies that the input voltage should be 19 volts D.C. with a variance within .
From page 12 in the user manual:
Please use a 9~19V power adapter for the DC jack. This jack accepts dual barrel plugs with an inner diameter of 2.5 mm
and an outer diameter of 5.5 mm, where the inner contact is and the shell is GND.

Estimated Adaptor Power = watts, where voltage X amperage = wattage.

Yes the specs are confusing, but the pin description is really just describing which contacts are positive and negative. It should read "... where the inner contact is +9~19V DC and the shell is GND." This of course assumes the 9~19V spec is correct, which should be as we can see that spec as a marketing point of this board.
But as your question is, "Minimum input power requirement", keep in mind that voltage or voltage range is not the same as a power requirement.
Prof Jim included the DC power equation in his post. You need to provide a power supply that provides both a DC voltage within the specs (9V~19V), and a power output that meets the requirements of the board and the hardware you will be using.
I suggest at least a 50W power supply, with a 100W unit being the safer choice. We don't know what hardware you plan on using.Comment
