You are the second person to report almost the same problem with their AMD 8000 series processor when waking from Sleep mode, just today!

The other person has an 8320 and an ASUS 990FX board: http://forums.tweaktown.com/asus/569...er-waking.html

Do you use the ASRock Extreme Tuning Utility (AXTU)? Did you have it running when you enter Sleep mode?

This is starting to sound like it might be a Windows problem, if you don't use AXTU.

I was just having the same issue with a Asus Sabertooth 990fx and an overclocked 8320. Read this thread, http://forums.tweaktown.com/asus/569...er-waking.html . -Wardog- posted a link for me in there that gave me hibernation as an alternative and it stops the frequency drop when resuming windows. Not a fix for sleep but solved my problem.
