Can you manually increase the Maximum Voltage setting which is the 3rd item in the bios list in your photograph?
If not, carefully read the bios options in your motherboard user manual to see if there is a different bios setting that needs to be changed to allow higher cpu voltage.
You might want to perform a longer CMOS clear after you have first unplugged the power supply power cable from the wall outlet or from the back of the power supply.
