Memory shows as 31.9 GB

I have recently moved to Intel platform.
I have Asrock extreme 6 with I7 3770K processor.
When I check memory in windows it shows as 31.9 GB useable instead of 32 GB.
Earlier with AMD on a Gigabyte board it was showing full memory.

I use windows ultimate 7

It does not really matter in real world computing but am curious to know why this happens

also z series mobos use ram to assist in the cpu graphics for multi graphics
