ASROCK Pro3A55 Safeboot reboots-New Win7 Install

Having a problem where after Win 7 is installed either by ACHI Or Ide for Sata options . Safemode get to Login/Welcome screen the reboots back to regular win 7 login which runs fine.
Memcheck was ok.
I did get into Safemode once or twice during the many reinstall from scratch.
Any Thoughts Appreciated!

Found out the disk from Cogan Fairs i.e. Flashlightking was bad.
