Driver error when trying to run extreme tuner?

I'm running Asrock extreme4 gen3 on windows 7 64bit.

When I try to install ether 32 or 64bit version of asrock extreme tuning utility i get the error "Driver cannot be loaded, re-install the program may fix the issue, if it happens again, report the problem with your system configuration as details as possible"

Now I know i have a few services disabled for speeding up windows..

But I don't know what it could be? I've disabled A/V but that's not the problem.

I really would like to get this installed :(

Even when I try load up the original software from CD instead of the latest from the asrock site, the cd setup.exe has the same error.

I have no other issues with any other applications,games, or anything..
