Board:M3A770DE Bios:v1.8 restart and video issues

PSU: OCZ850W Fully-Modular
GFX: 550 Ti

I am having issues with my computer when it goes into a restart cycle. It doesnt come out of the bios splash screen at all. I have to hard-reset it. Too, my gfx drivers dont remember my monitor configuration.

All bios options checked (to the best of my ability)
All video options checked (to the best of my ability)

COULD I be missing something?
Point out what you would do in my situation(s)

I have the same MOBO and BIOS ver. with a XFX Radeon HD6850 video card and if I try to hold the power button down to restart or if I try to do any OC'ing in the bios(bios overclock 5%) system will boot up but my monitor gets no signal from the PC. Just gives message "going to sleep" and shuts down. But this has only started since I changed from a failing Nvidia GTS250 to a XFX Radeon HD6850. Really am wondering if it PSU related or BIOS maybe. For the record the GTS250 used 1-6pin PCIe plug and the HD6850 use's 2-6pin PCIe plugs. One other thing to get it to work again I have to do a CMOS clear remove BATT and all.
