P45DE + C2D E7400 stuck at 1.6GHz

Like the title says.
Running:
Asrock P45DE Bios v. 1.6
Intel E7400 Rev. R0
CPU Ratio locked at 6. Should be 10.5.
Speedstep disabled

BIOS and CPU-Z report CPU running at 1.6GHz

I'm not able to get the right multiplier.

Solved.

I restored the BIOS defaults and after a reboot, the multiplier is correctly identified.

I failed to restore BIOS defaults after upgrading the bios from 1.4 to 1.6.

Seems like strange behavior, but I'm happy now.
