Norton Anti-virus Question

I have ME and am trying to install Norton 2003 to remove a virus. I insert the disk and it asks me to reboot. It reboots and starts scanning files. It scans everything in an emergency virus repair. After it reboots but Norton is not installed! It asks me to reboot and it scans again but doesnt find any virus. What happened? I want to install it! Why wont it install. I also get a MSIEXEC.EXE error.
