windows 98 se will not start

When I boot up my Dell Inspiron 5000 windows will not boot up. It goes to a screen saying Loading CD-ROM Drivers MSCDEX Version 2.25 Copyright (C) Microsoft Corp. 1986-1995. All rights reservered
