Win98 scandisk

Can ne1 tell me why win 98 will not complete a scandisk all progs. appear to be closed but scandisk runs halfway then win refreshes...help plz

So if ya hit [Ctrl+Alt+Del] the only 2 processes runnin' are explorer and systray?
Also have ya tried doin' it in safe mode? :?:
