I've seen a couple gskill PSC kits that were tested stably at 7-10-7-27 1t 2200MHz (1.65v)

My primary question is are there any better kits then these that are less than 100?
My secondary question is... i know certain ic like elpida bbse preform similarly throughout... ex.. if you buy a kit that has 9-9-9-27 timings@ 2000MHz with elpida bbse they clock/overclock around the same throughout a large batch. (so if i buy two kits and test them both they'll clock around the same)
These use PSC XFG IC though and i was wondering if they are all pretty similar clockers or did these guys get golden kits?
