Aliasing, Flashing, Flicker Problem in Nearly all Games

Hi,
The problem is that on the edge of all objects there is a flashing, flickering problem. The objects have a pixelated feel to there edges also. I've mainly seen this problem in games like mass effect 1 and 2, but I've seen it in almost all games. Another problem related to this is in Skyrim, whenever I move the camera a black flicker would occur around textures such as bushes, plants and trees. The problem looks as if it's a aliasing problem, but I have aa turned on in every way possible. Here's a list of things I've tried:
1. Fresh latest driver install
2. Completely different motherboard, cpu and ram
3. Fresh Windows Installation
4. 9800gt Graphics Card
5. Update every possible driver

From my troubleshooting I've concluded that it's either psu, monitor or some thing I'm missing driver/bios/blunder wise.

My System:
Intel Core i7 2600k
Gigabyte GA-P67A-UD5 mobo
Corsair Dominator GT (2x2Gb)
Gainward GTX 560 ti (1Gb)
Coolermaster Silent Pro M850 PSU
WD Caviar Black 1tb
Benq V2420 Monitor

does it do it without any aa enabled? are you running monitor at highest refresh rate? 60hz or higher?

I've tried it with no aa
I'm using a 60hz refresh rate on the monitor, which is the highest available.

seems strange for it to do it with two different gpu's,either a driver or monitor issue imo,did or can you test your monitor on another system to see if it still does it?

I actually RMAed the monitor a few weeks ago because I felt as if it was the only thing it could be and when the new one arrived the problem was the same, so I thought it might not be able to run the games.
Although this is unlikely, you can see where my frustration is coming from...

Also what driver settings do you use?

Antialiasing-Transparency-depends on the game

Maximum pre-rendered frames-3

Power management-Adaptive
Texture filtering - Negative LOD bias-Clamp
Texture filtering-Quality-High quality
Threaded optimization-Auto
Triple buffering-On
Vertical sync-Use application setting

Picture from any game that has the graphical problem. I have a hunch that the problem resides in driver setting...

Ok, have you tried the driver settings above?
If you disregard the shimmering lights, which I think it's normal looking at your driver settings, I think your system is ok. Also the game has the latest patch installed?

Unfortunately I don't Mass Effect to test on. But you can test Mass Effect 3 Demo and so I can compare to my test.

I don't really want to play the me3 demo, because I want my playthrough to be blind/clean as possible
