Is there any way to lock the refresh rate?

I seriously need to know how to do this with geforce 71.89 drivers. I have a crappy monitor that only supports 60 hz of refresh rate and i need to lock it on 60 so the games are forced to run at 60Hz, effectively preventing mi monitor from shutting down when i attempt to run certain games. Alternatively you can suggest me of drivers that are able to do this.
