    Never ever ever trust ANY software, including the motherboard's bios for accurate voltage readings on a power supply. Get a digital multimeter and test the rails out.

      could just be a faulty PSU?
      i came across a similar problem with my psu, it was giving reads way below what they should of been. Took it back and got a replacement and all good
