HALO for PC / Cheat Codes

I can't seem to find the Halo Map Tools Ver 3 needed to institute the cheat codes for single player campaigns. I've installed Custom Edition, but I still can't get the game to accept console commands in single player.
Please; someone put me on the right path to making this game bend to my will!!!

As a side note, are you sure that this is what you need? I only looked at a few pages for getting console commands to work but they said the same thing. In order to use the commands, you don't use this, you add options to the shortcut you use to actually open Halo for your PC. Here's a link for doing that plus a bit more:
