It has done 19.51 @ 225.57mph on Highway 1. And no, I don't cheat. I do have a hard time finding good competition though...

Is there any way to customize the graphics of a car ? IE: vinyl and decals in different colors. (not the "custom vinyls" that are supplied with the game)

Yeah, there is.
Go to customise car, select the car you want, go to vinyls, and move your mouse of the vinyl that you want to change the colour of, then click on vinyl colour under vinyl order.
As for decals I think you can only get them in the black or white.

What course was that done on? Because theres a lot of factors that can change the speed, like hills and slight turns.

OK can anyone beat this ;) It is possible because i got it up to 231 but its hard to accelerate, NO2 and press the print screen button all at once ;) This was done without cheats.

The absolute maximum I've managed to reach in the demo is 195mph, which I achieved by drafting behind the leading car. It doesn't look like I'm going to manage those sort of speeds until I get the full game.
