I can't SORT in my START MENU

HELP! When i open my "All Programs" i have a disorganized array of files, and I can't right click on the menu, it won't let me. I have no way of looking at the properties of the programs on the menu, renaming, sorting, the menu just doesn't pop up! What do i do?

I just installed a new user and everything is ok.

C:\Documents and Settings\*account name*\Start Menu\Programs
