Although i was trying to be vague, that's precisely what i think it's happening and i'm very close to ditch AGESA 1.2.0.0 for the time being, if that's how they really intend it to be.
Having IF at 1966 stable is nice and all, but provides zero tangible improvement compared to my old 1867 on 1.1.0.0...

Besides, on 1.1.0.0 i was at 5050mhz with 150 PBO override...
This is something different and seem to be hard capped, regardless of how much you set PBO override at.
In the meanwhile, a friend has confirmed me it's not...

So, i've tested the new F33a on a X570 Elite.
Just like with the F32_a, I can now boot at 2000IF, although i'll get plenty of errors on RAM tests, no matter the settings/voltages.
However i can now boot at 1967 stable, which is great!

Global site still shows F31 for X570 AORUS Elite (and a bunch of other motherboards aswell)
I wouldn't say we're in a hurry: it's more like gigabyte is way late with bios updates compared to all the other vendors, which at this point have released 1.1.9.0 bioses for all their motherboards...
