I'd try enabling ErP in the following location in bios: settings > platform power. If your fans are connected to a USB hub, it could still have power when the PC is turned off and thus the fans keep spinning. With ErP, disabled allows power when off, vs. enabled disables power off on shut off (can...

Damn your post was hard to read. Formatting goes a long way.....

Couple things I'd recommend to try:
    1. See the bottom of this thread with some things to try around card placement pci-slot placement, and some mention about security settings in the bios needing to be set with thunderbolt:

It might be worth checking out the Windows version of SIV, as I recall it does have a few more features like setting static speed per header vs. the bios version. Not ideal to have to run another program in windows, but perhaps worth checking out. In general, I have found SIV to be very buggy....

If you plug in those devices to the USB slots on the back of the mobo, do they work? If they work on the back of the mobo, that would give you an idea if it is an issue with the front panel you bought, or if it does not more a bios/mobo issue....

The issue here is likely gear down mode. That will prevent odd timings from being run if enabled, at the cost of slightly better stability in most cases....

This is a bug or side effect with CSM being disabled. When in the bios, Ctrl-Alt-F6 will lower the resolution and the responsiveness will return. It is annoying....

It is not a bug, rather the stable branch of HWInfo does not account for new AGESA changes is my guess. Beta HWinfo works fine (you can see I'm on F33i bios in the cpuz screenshot and HWInfo build at the top of the window):

You need the latest beta HWInfo. I'm using beta 7.01 with F33i on Aorus Master and see fclk without issue....

One thing that might be worth looking at is how your GPU vents air. Some GPU's have warm air exhausting right near the chipset fan, which can cause some issues. Unfortunately, there is not a ton you can do about it other than adjusting fan curve or have a bottom case fan pointed up...
