i think all modern hdd's are fairly quite. luck of the draw says you may get one with a high pitch (annoying) whine or may develop one shortly after installation but may be drowned out with fan noise. the seagates with the hydrolic?? option do seem to be very quiet. you can enable acoustic management...

i would go into the bios hardware monitor monitor and check voltages. stay there and see if it freezes. if so, try reinserting the memory stick. if a no go, try another memory slot. if still a no go, do as suggested and test the memory with memtest86.

first i would try the old HSF, maybe the new one is drawing too much power from the mobo.
second, try clearing the cmos using the jumpers and unplug the battery for an hour.
third i would reflash the bios.

maybe 35%+- in synthetic benchmarks. real world will appear to be a little zippier. i would over clock the 1800 and save $$. it would appear to be the same speed. not many games or apps will benefit from the speed differential.

MS has hammered the windows name in court before and lost. why doesn't MS go after the hundreds of apps beginning with windows?
the only way you could have purchased win xp for $100 US each was home oem versions. if you read the ms oem license, you should not have been able to do it....
