help geforce 6200 ddr 256mb

hello everyone i realy need some help with my new graphics card ime new to graphics cards as its my first one my computer is home built heres my specs

intel desktop board d845grg
512mb ddr ram
intel pentium 4----2.6ghz processor
80gb hard drive
40gb hard drive (storage music etc...)
phillips dvd player
phillips dvd+rw
geforce 6200 256mb ddr ram graphics card
software
os windows xp service pack 2 with all latest drivers and and updates
geforce drivers and updates all newest
riva tuner for geforce graphics card

my problem

right then i keep getting speckly bits on my screen when i minimixe windows aplications and i keep having to right click my nvidia icon on the right hand bottom screen and clicking refresh rate to get rid of the speckly bits ime not sure what it is ive tryed playing with the setting in riva tuner and my nvidia control panel but its not seem to be changing anything also the spckly bits are folowing the mouse.

if someone could please help me out with this matter i would realy apreciate it thanks for your time
