The chipset shown in MemSet is P45 but manual says it's a P43, whic hone is it?
As far as I recall my P43 board did not boot at above 411MHz, and could have made stable at 406MHz, if it is P43 you at or near it's limit.

CPU-Z can't tell either so it must be P43 according to the manual and 3.8GHz is about the maximum you can get.
I see VIN1 is 1.71v, I am guessing it is the memory voltage, considering the amount of memory you are using and the fact you are mixing 2 different modules it may be a good idea to get t o at least 1.8v.
As for FSB termination, no default value is shown in BIOS. Manual states it is set to 1.1v when a 45nm processor is installed, and Intel's documentation says it should be 1.1v for this CPU, however for E8000/E7000 CPUs documentation says it should be 1.2v for Intel 4 serieschipsets, and 1.1v for Intel 3 series chipsets (e.g. P35).
It may be VIN6, try to see with HWiNFO (sensors).

P43 chip set,
Overclocking depends on the cooler your using for the CPU? Better cooling equals more volts, higher overclocks. ON a good air cooler with good ambient temps, depending on the chip and board you should be able to go around 4Ghz.MSI X-99SLI
